The Survey:
The Consumer Assessment of Healthcare Providers and Systems Survey (CAHPS) is a non-biased survey conducted by the U.S. Department of Health and Human Services Agency for Healthcare Research and Quality to measure and report consumers’ and patients’ evaluations of health care plans.

For the last 2 surveys conducted in Texas, the 2 health care plans that consistently scored the highest, i.e. rankings of 9 or 10 out of a possible 10, were health care plans administered by physician-provider groups: KelseyCare in Houston and Scott and White Health Plan in Central Texas, as shown in the chart below.
